She was retired and lives in Tenerife in the Canary Islands and France, where a daughter and grandchildren live, her family said in a statement Saturday.
“She was full of life, generous of heart, would do anything for anyone,” said her daughter, who identified herself only as Sarah.
The family is “devastated by the news of her death,” said her daughter.
“Now we must find a way to live without your love and light,” he added.
Westley Mills was an employee of the county council withdrew in Norfolk, eastern England, the council leader Derrick Murphy told CNN.
Murphy said he did not know her personally; who joined the council after she retired, but he thought the council and former employees put together a tribute to her.
A man armed with a knife attacked a Westley Mills in a supermarket, eventually cutting off the head and run with it, government officials in Tenerife on Friday.
The man walked into a shopping center in the municipality of Arona in Tenerife Christian area, and stole a knife in the store before attacking the apparent stranger, a central government spokesman said.
Shopping center security guards were alerted and pursued the man, submit to him until police arrived.
The man, whom the National Police in Tenerife identified as a Bulgarian, was apparently known in the business district, government spokeswoman.
The British Foreign Office confirmed Friday that a British national has died in Tenerife. British authorities are not in contact with the Spanish authorities on the incident, the Foreign Ministry said.
