Willa Ford, Indianapolis police have named a suspect in a hit-and-run on the weekend that killed a 16 year old girl and wounded her sister 19. The suspect was identified as Israel Espinosa, 21. Megan Ratliff, a passenger in a sport utility vehicle driven by his sister, Kayla Ratliff, was killed when a car crashed while they were stopped at a red light at Madison Avenue and Shelby Street on Saturday night.

Police said the impact of the accident was so strong that the car caused the SUV to return to the side, partially ejected Megan, who was wearing a seat belt before the SUV flipped on her.
“My family is devastated. It’s just torn up my family, “the girls” grandmother, Willa Ford, told 6News’ Myrt Price. “Megan was beautiful, funny and had many friends. She just had her whole world in front of her.”

Police said they believe the other driver may have been impaired at the time of the accident. Alcohol containers were found in the crushed vehicle the driver left behind, said Sgt. Linda Jackson.

“Obviously, this will be a matter of trial and you’re not thinking about that person in that car, which makes using and call the police,” she said. “You think you own behind and flee.” Kayla was released from Methodist Hospital on Sunday. Ford said she hopes someone comes.
