BASIC CountriesBASIC Countries: CAPE TOWN – India, China, Brazil and South Africa on Monday called for the end of last a legally binding treaty on reducing carbon emissions by 2011 and said the world can not wait indefinitely.

The third meeting of BASIC (Brazil, South Africa, India and China) concluded ministers in Cape Town on April 25. The meeting was interrupted for one day as Indian Environment Minister Jairam Ramesh had to leave early.

“The Ministers noted press reports that the national legislation in the United States had been delayed and said the world can not wait indefinitely, as it hinders our ability to reach a legally binding agreement at the international level, “said a joint statement here today.

According to the communique, the ministers considered that a result should be held legally binding climate change meeting in Cancun, Mexico in 2010, or within South Africa in 2011.

“Developing countries supporting international legally binding agreements, such as lack of such agreements in developing countries hurts the most developed countries,” he said.

The ministers said the talks should follow a two-pronged approach. One track in long-term cooperative action to combat climate change. The other is that developed countries commit themselves to the extent reduce their emissions of greenhouse gases after 2012, when the current commitment period of the Kyoto Protocol expires.

The ministers were of the view that it is not possible to address the mitigation actions in developing countries, without also supporting actions and commitments twice for the developed countries both to provide funding for developing countries and reduce their own emissions.

“The Ministers noted that the Copenhagen agreement provides for the magnitude of the short to medium term. The commitments to provide funding should be operational. Both the USD 30 billion (2010-2012) and USD 100 million annually (in 2020) must be provided by developed countries, “he said.

Xie Zhenhua, vice president of the National Development and Reform Commission of China, Izabella Teixeira, Minister of Environment of Brazil, and Buyelwa Sonjica, Minister of Water and Environment of South Africa also attended the meeting.

The next ministerial meeting of BASIC will be held in late July in Brazil, followed by one organized by China in late October.
