Padge Victoria Windslowe, Padge Victoria Windslowe, 42, was also formally named as a “person of interest” in the death of 20-year-old Claudia Aderotimi, who died last year after receiving injections of a substance thought to be silicone into her buttocks at a hotel near Philadelphia International Airport.

Police in Philidelphia, where Windslowe was arrested on Wednesday night, said she could soon be charged with Aderotimi’s murder.

Known as the “Black Madam”, Windslowe is also facing charges including aggravated assault and deceptive practices after a 23-year-old exotic dancer she is alleged to have injected developed serious lung problems.

Lt John Walker of the Philiadelphia police said that Windslowe had been preparing to host another so-called “pumping party” where she intended to illegally inject clients with what is thought to be silicone.

She has not yet been formally charged over the death of Aderotimi, who complained of chest pain and difficulty breathing soon after allegedly being injected by Windslowe, but police said she would be if the medical examiner ruled that the procedure caused the London woman’s demise.

“We knew she was the injector back in the 2011 [Aderotimi] case,” Lt Walker said. Windslowe is thought to have injected at least 14 people, charging between $700 (£439) and $1,800 (£1,130) in cash to inject silicone into their buttocks in hotels or private residences.

She was introduced to potential clients via word of mouth or through advertising on emails and blogs.

Police said that Windslowe that after injecting a substance she described as silicone into a client’s buttocks, she would seal the wound with glue.

During her arrest, vials of superglue, needles, gloves and bottles were seized. An unknown substance found at Windslowe’s home will now be tested to establish whether it is silicone.
