The Chelsea and England star is alleged to have called the QPR defender a “f***** black c***” during a Premier League clash at Loftus Road on October 23.
Terry, 30, denies making the comments but was questioned by police last week with his solicitor present.
The Crown Prosecution Service has now confirmed that it has received a file about the case from Scotland Yard.
Prosecutors are now considering whether there is sufficient evidence to charge the married dad-of-two in connection with the incident.
Shortly after the allegations were made, Terry issued a statement saying: “I’ve seen that there’s a lot of comments on the internet with regards to some video footage of me during the game.
“I’m disappointed that people have leapt to the wrong conclusions about the context of what I was seen to be saying to Anton Ferdinand.
“I would never say such a thing, and I’m saddened that people would think so.”
Ferdinand, 26, has said he did not hear the alleged comment at the time but was alerted to it after the final whistle of what was a hot-tempered match which Chelsea lost 1-0.
Police became involved after a complaint by a member of the public based on a YouTube clip.
The FA’s inquiry into the incident has been put on hold while officials await the outcome of the legal process before deciding on their next step.
