Someone is not telling the truth here. But the school is well within his rights to ban the wearing of t-shirt. This is not Justin Bieber, his music or what it represents, which is outside the acceptable attire for school rather than is the theme and style of presentation of pupils who break the rules. This is the costume was meant to be like those who are outside what the school deems acceptable, this is not the content is form.
