Phoenix police say the bodies were found Friday night and they are investigating the deaths as homicides.
Because of darkness and rough terrain, the police suspended the search for the missing third man up at dawn Saturday.
Spokesman for police Sgt. Steve Martos said they did not identify the body and refused to reveal how the two men died. Police also will not release the name of the missing third man.
The men reportedly took their Jeep down to the river Thursday to test the vehicle and never returned home.
The Jeep was found near 107th Avenue and Avenue South and Martos said the body was found nearby.

PHOENIX (AP) – Authorities say they found the bodies of two men who disappeared after leaving the testing of a Jeep at the bottom of Salt River Phoenix.
A third man remained missing Friday night. Police suspended the search for him until Saturday.
Phoenix police say the bodies of two other men were found Friday night. Spokesman for police Sgt. Steve Martos said that the authorities would not speculate on how the men died.
Police have not released the names of the men.
The parents filed a missing persons report on Friday for the men, who have had their Jeep down to the river on Thursday and never returned.
The Arizona Republic says that the family found the Jeep after a search. Martos said the two bodies were found in the same area as the vehicle.
